Rosbank deploys an integrated Oracle-based personnel management system

Moscow – Rosbank, Jet Infosystems and Oracle (Russian office) announce the installation of the Oracle Human Capital Management (НСM) system in all of the 54 branches of the bank in 70 regions of Russia. The project involves centralized data storage in an integrated personnel management system and can generate consolidated information on a staff of over 20,000.

A system based on Oracle HCM (part of Oracle E-Business Suite) with data on more than 4,500 staff has been used by the head office of Rosbank since 2006. In 2010 the bank decided to reproduce the system in all its regional branches. The suggestion to do so came from the bank’s human resources development department. The contractor was required to migrate all human resources information from several disparate sources to the new system and to provide remote training to its users. The call for tenders was won by Jet Infosystems, whose experts have ample expertise in the deployment of Oracle E-Business Suite systems.

The system employs Oracle E-Business Suite modules such as Oracle Talent Management, Oracle Payroll and Oracle Time and Labor. A methodology was developed and used for the migration and reconciliation of personnel data from various sources. The bank’s entire regional network is now covered by a centralized personnel, time and labor management system that has helped to optimize a number of business processes. The bank now has a centralized system to monitor and manage branch personnel requirements and human resources movement; the integrated payroll system is also capable of analyzing the efficiency of salary distribution. Previously, these processes were managed at the branch level.

“This major project covered dozens of bank branches and several hundred experts. It was managed by a steering committee representing the bank and our company," reports Yaroslav Tretyakov, head of the HR division at the Jet Infosystems’ applied financial systems department. "A clear distribution of roles, continuous consultations with Rosbank staff and perfect mutual understanding meant that sound decisions could be made fast. The project was completed as scheduled.”

“We congratulate Rosbank on the successful completion of this project. It is of fundamental importance for such a large and geographically scattered institution," notes Olga Belovolova, director of Oracle's CIS business applications department. "An integrated corporate system that covers all branches takes personnel management to a fundamentally higher level. I am happy to add that our solutions have led to a complete overhaul of many business processes at Rosbank and provided additional advantages. In particular, a dedicated HR Shared Services Center will now be responsible for processing HR transactions and payroll calculations for all the departments and branches of Rosbank.”
